Measures for Administration of National Commercial Fertiliser Reserves

  Summary: In late Aug. 2022, the National Development and Reform Commission and the Ministry of Finance jointly revised the Measures for the Administration of National Commercial Fertiliser Reserves. This document will come into force as of 1 Sept. this year.

  On 31 Aug., 2022, the National Development and Reform Commission and the Ministry of Finance jointly issued the new version of Measures for the Administration of National Commercial Fertiliser Reserves (hereinafter referred to as the "Measures for the Administration"). This document will take effect as of 1 Sept., 2022, with a term of validity of five years. The revised contents concerning nitrogen phosphorus fertiliser are as follows:

   

  1. National commercial fertiliser reserves are divided into three parts: nitrogen and phosphorus compound fertiliser reserves, potassium fertiliser reserves, and relief fertiliser reserves. Specifically, nitrogen and phosphorus compound fertiliser reserves include urea, diammonium phosphate (DAP), and high-concentration three-nutrient compound fertilisers.

   

  2. According to the Measures for the Administration, each liability period of storage of nitrogen and phosphorus compound fertiliser reserves is two years. To ensure the fertilisers for spring ploughing and fertiliser preparation in summer, the annual storage time of storage enterprises in Inner Mongolia Autonomous Region, Liaoning, Jilin, and Heilongjiang provinces is from 1 Sept. to 31 March of the following year based on local agricultural production; storage enterprises in other provinces (districts, municipalities) may choose any six consecutive months from 1 Sept. to 31 May of the next year as the annual storage time.

   

  3. National commercial fertiliser reserves are exclusively used for domestic agricultural needs and should not be used for exports. Nitrogen and phosphorus compound fertiliser reserves should be only used for agricultural needs of related provinces (districts, municipalities) and cross-regional transportation is forbidden unless there is a national command. 

   

  The implementation of this newly revised document may have an impact on phosphate fertiliser enterprises to some extent. CCM will keep monitoring the future market.
